Allows persons to submit project abstracts for Research, Development, and Demonstration Projects (RDDPs) for alternative landfill design, construction, or operating methods to the Department for approval.

RDDPs are subject to the same requirements as type II landfills including permitting, construction, licensing, operation, closure, and financial assurance, with specified exceptions.

Permits for RDDPs have an initial term not to exceed 3 years, with possible extensions of up to 3 years each, for a maximum total term of 21 years.

Applicants must demonstrate that added liquids (such as septage waste) are necessary to accelerate biostabilization and must include detailed operations management plans, slope stability evaluations, and monitoring systems.

Director may authorize conversion of an RDDP to full-scale operation if goals are met and requirements comply with federal solid waste disposal regulations; takes effect 90 days after enactment.
