Requires third party facilitator services to obtain a license from the commission and submit quarterly reports detailing all deliveries, including shipper and recipient information, weight, and delivery dates.

Authorizes qualified micro brewers (producing fewer than 1,000 barrels annually) to directly sell and deliver beer to retailers using their own employees and vehicles, provided they comply with state and federal law.

Maintains existing restrictions on direct wine shipping by out-of-state wineries to a maximum of 13,500 liters annually and requires age verification, proper labeling, and quarterly tax reporting.
