Amends the family division of circuit court statute to add and clarify definitions related to juvenile delinquency proceedings, including "competency evaluation," "competency hearing," and "incompetent to proceed."

Defines "qualified juvenile forensic mental health examiner" as a psychiatrist, psychologist, or trained mental health professional who conducts forensic evaluations for juveniles and possesses specific experience in child development, forensic procedures, and competency standards.

Defines "reasonable and prudent parenting standard" as careful parental decisions that maintain a child's health, safety, and best interest while encouraging emotional and developmental growth when determining a foster child's participation in extracurricular, enrichment, cultural, and social activities.

Adds definitions for "qualified restoration provider," "restoration," and related terms addressing the process of educating or treating a juvenile to restore competency to proceed in court.

Takes effect 90 days after enactment, contingent upon Senate Bill No. 1091 of the 98th Legislature also being enacted into law.
