Requires public entities to include provisions in public works contracts mandating use of American steel products when projects are financed in whole or in part by public funds.

Defines "American steel products" as steel products made in the United States through specified processes where at least 75% of the cost of articles, materials, and supplies are mined, produced, or manufactured in the United States.

Applies to public entities including the state, school districts, community colleges, intermediate school districts, cities, villages, townships, counties, public authorities, and public airport authorities.

Covers public works including structures, buildings, highways, waterways, bridges, transit systems, airports, and pipelines.

Exempts projects from the American steel requirement if the public agency determines in writing that American steel products are not produced in or available in sufficient quantity to meet contract requirements.
