Requires the Department of Natural Resources and Department of Agriculture and Rural Development to create a permitted aquatic species list by April 15, 2019.

Initial permitted list includes species approved for aquaculture, native species in commercial trade as of April 15, 2015, and nonnative species in wide commercial trade for at least 5 years with no evidence of harm to the Great Lakes region.

Requires risk assessments using the United States Fish and Wildlife Service protocol for aquatic species and the USDA Plant Protection and Quarantine protocol for aquatic plants before approval.

Mandates state compensation at fair market value to persons holding prohibited or restricted species that fail risk assessment if they were previously in commercial trade.

Allows future petitions to add new aquatic species to the permitted list, with petitioners bearing the burden of demonstrating species safety and paying reasonable administrative review fees.
