Prohibits operating a motor vehicle with signs, posters, nontransparent materials, window applications, or reflective films on front windshield and side windows adjacent to driver or front passenger, except tinted film may be used along the top edge if not extending more than 4 inches from the top of the windshield.

Prohibits rear windows or side windows to the rear of the driver composed of or treated with materials creating 35% or more total solar reflectance in visible light range, including silver or gold reflective film.

Exempts vehicles registered in other states, territories, or countries; vehicles with medical necessity letters from physicians or optometrists for light-sensitive individuals; and allows family members or caregivers to operate vehicles equipped with special window treatments if all requirements are satisfied.

Requires all motor vehicles to be equipped with a windshield cleaning device controlled by the driver, with specific requirements for larger trucks (over 10,000 pounds), truck tractors, buses, and hazardous materials carriers requiring 2 automatically operating wiper blades.

Takes effect 90 days after enactment into law.
