Senate Bill No. 1095 Summary

• Enacts the Interstate Library Compact, allowing Michigan to enter into cooperative agreements with bordering states that adopt the same compact.

• Permits state and local officials to establish joint or cooperative library services, facilities, equipment, and personnel sharing across state lines when such arrangements facilitate library services.

• Requires cooperative agreements to detail specific services involved, allocate costs and financial responsibilities, specify rights and duties of parties, and establish terms for duration, renewal, and termination.

• Establishes that each state shall designate a compact administrator to file copies of all interstate library agreements and coordinate with administrators from other party states.

• Compact becomes effective immediately upon enactment by Michigan and any contiguous state, and any state may withdraw with 6 months' notice without relieving existing agreement obligations before their stipulated end date.
