Requires the Michigan veterans' facilities board to file an annual written report with the governor and legislature within 90 days after the fiscal year ends, covering facility development status, census data, revenues and expenditures, veteran statistics, and staffing salaries and benefits.

Mandates the board identify in the annual report whether any Michigan veterans' facility will likely close in the next fiscal year.

Requires supplemental reports every 90 days if a facility closure is indicated, with each supplemental report filed within 60 days of the 90-day period and containing the same detailed information as annual reports.

Subjects the board's accounts to annual financial audits by the state auditor general or a certified public accountant, with performance audits triggered by Centers for Medicare and Medicaid Services "substandard quality of care" findings, unsatisfactory Department of Veterans Affairs audits, or legislative request.

Takes effect only if Senate Bill No. 1100 of the 98th Legislature is enacted into law.
