Creates the Michigan Veterans' Facility Authority as a public body corporate within the Department of Military and Veterans Affairs to develop and operate long-term care facilities for honorably discharged veterans and their dependents.

Establishes a 9-member board of directors including the department director, three veterans' organization representatives, three healthcare professionals, and two additional members appointed from lists provided by legislative leaders.

Authorizes the authority to issue up to $150,000,000 in special revenue bonds to fund facility construction and improvement, with bond proceeds not to be used for operating costs.

Requires the authority to file annual reports to the governor and legislature detailing facility status, census, financial accounting, staff costs, and recommendations, with supplemental quarterly reports if a facility opening is planned.

Makes authority property and operations tax-exempt and exempts bonds from the revised municipal finance act while subjecting them to the agency financing reporting act.
