Creates an office of the IEP ombudsman within the department's office of special education, to be designated by the state board.

Requires the IEP ombudsman to assist pupils and parents or guardians in understanding their rights and responsibilities concerning individualized education programs.

Authorizes the IEP ombudsman to receive, review, and attempt to resolve questions regarding a pupil's prospective, ongoing, or prior participation in an individualized education program.

Directs the IEP ombudsman to analyze and monitor laws and policies affecting individualized education programs and communicate concerns and recommendations to public schools, school districts, legislators, and other relevant entities.

Requires the department to provide contact information and descriptions of the ombudsman's services to school districts, intermediate school districts, and public school academies for dissemination to pupils and parents or guardians; takes effect 90 days after enactment.
