• Allows registered senior cosmetology students who have completed 350 hours of instruction to perform shampoo services on the public in cosmetology establishments, with an exception to the general prohibition on unlicensed individuals providing cosmetology services.

• Requires cosmetology establishments employing such students to obtain verification from the school of cosmetology that the student meets all eligibility requirements before the student may perform shampoo services.

• Mandates cosmetology establishments maintain employment records for students performing shampoo services for at least 3 years, allow department access to records, post approved applications, and restrict students to shampoo services only.

• Defines "shampoo services" as preparing customers for shampooing, shampooing, or blow-drying for a licensed hair stylist, with the exception automatically expiring on the student's expected graduation date.

• Takes effect 90 days after enactment and is contingent upon passage of a companion bill (SB 1112 or HB request no. 06578'16).
