Amends the drainage board composition requirements under Michigan's 1956 Drainage Law to clarify procedures for counties organized under a charter with an elected county executive.

Specifies that the person designated by charter to handle drain commissioner duties (or their designee) shall serve as drainage board chairperson for charter counties.

Requires the county commissioner whose district will be assessed for the greatest portion of project costs to serve on the drainage board, with selection initially made by the board chairperson and adjusted after final apportionment orders.

Allows the county executive to appoint a third board member with majority approval of the county board of commissioners in charter counties.

Takes effect 90 days after enactment.
