Establishes lead action level in drinking water at 10 parts per billion beginning December 31, 2017, and 5 parts per billion beginning January 1, 2021.

Authorizes the department to establish lower lead action levels by rule, with a legislative goal of achieving zero parts per billion.

Modifies rules for waterworks system design, construction, and operation to include protection of water quality within distribution systems.

Clarifies that rules may not require addition of substances for preventive health care purposes unrelated to contamination of drinking water.

Expresses legislative intent to appropriate funds to local government units owning community or nontransient noncommunity water supplies to cover increased compliance costs for lead action level requirements.
