Removes windshield and wipers from autocycle equipment requirements while retaining safety belts, rollbar or roll hoops, steering wheel, and standard motorcycle equipment.

Adds specification that an autocycle cannot be equipped with a straddle seat, distinguishing it from traditional motorcycles.

Redefines motorcycle to include autocycles as a subcategory while continuing to exclude tractors.

Takes effect 90 days after enactment into law.
