Establishes application periods and enrollment procedures for nonresident pupils, with preference given to siblings of already-enrolled pupils and previously-enrolled returning pupils.

Permits districts to limit nonresident enrollment capacity and use random lottery selection when applicant numbers exceed available positions.

Imposes 5% state aid penalty on districts that fail to comply with the open enrollment provisions.
