Creates the "Educational Instruction Access Act" to prevent local governmental bodies from restricting property sales, leases, or transfers to educational institutions and private schools for lawful educational purposes.

Prohibits local governmental bodies from adopting ordinances, policies, or resolutions that ban property sold or leased by them from being used for educational purposes, with exceptions for zoning ordinances and administrative site plan reviews.

Voids any existing deed restrictions that prohibit property sold or leased by local governmental bodies from being used for lawful educational purposes by educational institutions or private schools.

Prevents local governmental bodies from refusing to sell, lease, or rent property to educational institutions or private schools solely because they intend to use it for educational purposes.

Allows the attorney general, county prosecuting attorney, or aggrieved educational institutions or private schools to file civil actions for compliance, with educational institutions exempt from posting security bonds for preliminary injunctions and entitled to recover court costs and attorney fees if they prevail.
