• Creates the "Elevator Regulation Act" to regulate inspection, construction, installation, alteration, maintenance, repair, and operation of elevators and licensing of elevator contractors, journeymen, and inspectors under the Department of Licensing and Regulatory Affairs.

• Establishes permit requirements for elevator installation and major alterations, complaint investigation procedures, administrative penalties (fines up to $10,000, suspension, revocation, probation, restitution), and criminal penalties for unlicensed practice.
