Applicants and licensees must present a valid Michigan driver license or state personal identification card to obtain or renew a license for child care centers, group child care homes, or family child care homes.

Changes "provisional license" to "original license" for new child care organizations during their first 6 months of operation, expiring 6 months after issuance and requiring renewal approval or conversion to regular/provisional status.

Allows the department to modify a license if a licensee willfully and substantially violates the act or rules, with 30-day appeal period and formal hearing rights unless the licensee waives these requirements in writing.

Regular licenses are effective for 2 years and renewed biennially; licenses are issued to specific persons/organizations at specific locations and are nontransferable and remain department property.

Requires the department to maintain and publicly post on its website a database of child care facilities including license information, inspection results from the past 3 years, and substantiated complaint investigations from the past 5 years, with corrective actions taken.
