Amends 1988 PA 226 to prohibit local governmental units (counties, cities, villages, townships) from enacting or enforcing ordinances that control rent amounts for private residential property leasing.

Preserves local governmental units' authority to manage and control residential property in which they hold a property interest.

Permits local governmental units to adopt ordinances and incentive plans to increase supply of moderate- or low-cost private residential property for lease.

Allows incentives including density bonuses, expedited permitting, reduced or deferred fees, site requirement modifications, fee-in-lieu payments, and other incentives determined by the local governmental unit.

Takes effect 90 days after enactment into law.
