MI SB1140

Establishes duties for a childhood lead poisoning prevention and control commission to study environmental threats of lead poisoning to children's health.

Requires the commission to review and evaluate the existing lead poisoning prevention program under section 5474, including its ability to screen 100% of young children enrolled in Medicaid with blood lead tests as required by federal law.

Directs the commission to make recommendations for improvements addressing public awareness, increasing blood lead testing rates, eliminating lead sources (particularly lead-based paint in aged housing), and ensuring interagency cooperation on lead poisoning prevention.

Requires the commission to submit written reports to the governor and legislature by March 31, 2018 and annually thereafter, with a Department of Health and Human Services representative providing testimony to relevant legislative committees.

Takes effect 90 days after enactment, contingent upon enactment of a companion bill (SB 1139'16 or HB with request no. 06622'16).
