MI SB1143

Establishes the "Deaf, Deafblind, and Hard-of-Hearing Children's Educational Bill of Rights" to ensure equal educational opportunity for deaf, deafblind, and hard-of-hearing students in Michigan.

Requires the Department of Education to promote communication- and language-driven practices, policies, services, and programs providing these students with quality ongoing classroom and home communication, individualized educational environments, trained staff, age-appropriate peers, and exposure to deaf role models.

Mandates direct and appropriate access to all aspects of the educational experience including recess, lunch, extracurricular activities, and other social or athletic activities.

Requires the Department to develop or adopt and distribute a model worksheet detailing communication considerations to school districts, public school academies, and intermediate school districts for use in developing individualized educational programs.

Encourages state agencies and institutions involved in early intervention and K-12 education of deaf, deafblind, and hard-of-hearing children to develop guidelines ensuring they provide language-accessible educational environments and implement aligned practices and programs.

Takes effect 90 days after enactment.
