Prohibits application of coal tar sealants and high PAH (polycyclic aromatic hydrocarbons) sealants on asphalt, concrete, or other pavement in Michigan, with limited exceptions for research and development.

Bans the sale of coal tar sealants and high PAH sealants unless the purchaser submits an exemption or a completed "no-Michigan-use" form certifying the product will not be used in Michigan.

Requires sellers to retain completed no-Michigan-use forms or exemptions for 3 years and permit the Department of Environmental Quality to inspect them upon request.

Allows the director of the Department of Environmental Quality to grant written exemptions for persons researching the environmental effects of these sealants or developing alternative technologies.

Establishes civil infraction penalties of up to $5,000 for violations; takes effect 90 days after enactment.
