Creates a flag commission within the Department of State to conduct a state flag design contest, with 18 members appointed by the Michigan Historical Commission, university presidents, legislative leaders, the governor, secretary of state, and attorney general.

Current state flag design (blue field charged with state arms) remains in effect through December 31, 2018, after which the winning design from the contest becomes the official state flag.

Flag commission must accept design submissions from January 26, 2018 through July 26, 2018, with the design winner to be announced by September 26, 2018.

Design submissions must be original works where the reverse side is a mirror image of the obverse side, and all copyright interests must be relinquished at the time of submission.

Commission members serve without compensation but may be reimbursed for actual and necessary expenses; all commission business must comply with the Open Meetings Act and Freedom of Information Act.
