Senate Bill 1167 Summary

• Beginning January 1, 2017, tax revenues from intermediate school districts and school districts levied under sections 625a, 681, 705, 1211, and 1724a shall be forwarded to the state treasurer for deposit into education savings accounts of resident pupils to pay for eligible services under the Michigan parental choice in education program.

• School districts, intermediate school districts, and public school academies must submit to the Department of Treasury by March 1, 2017 a complete listing of all services provided to pupils (broken down by core instructional, other instructional, supplemental, and back office services), fully burdened costs for each service, and course descriptions and content requirements.

• The Department of Treasury must prescribe by June 1, 2017 minimum requirements for annual course loads, course descriptions with prerequisite listings, and an enrollment process for funding courses through education savings accounts, including default course selection options.

• Parents must be provided detailed information on the fully burdened cost of each eligible service including overhead, and schools must provide clear information about which eligible services are available beginning with the 2017-2018 school year.

• Part 18 of the Revised School Code is repealed effective August 1, 2017, and the bill's effectiveness is contingent upon enactment of four related bills (SB 1165, SB 1166, SB 1168, and SB 1169).
