Amends the 1935 fingerprinting law to clarify that residents may request fingerprints from their county sheriff or police agency, with at least 2 copies made—one for local files and one for the state police central records division.

Allows parents or guardians of individuals with special health care needs to submit written requests to department-approved entities (law enforcement or private companies) to have fingerprints and photographs taken and added to the state's AFIS database and statewide photo network.

Requires the department of state police to charge a fee sufficient to cover processing costs, collected by the approved entity and forwarded to the department.

Mandates that parents or guardians sign a waiver authorizing the collection of fingerprints and photographs before the process occurs.

Permits parents or guardians to request removal of the individual's fingerprints and photographs from the AFIS database and statewide photo network at any time, and requires the department to comply with such requests.
