Amends the Public Health Code to establish a nurse aide training and certification program administered by the Department of Licensing and Regulatory Affairs in compliance with federal regulations (42 USC 1396r and 42 CFR parts 483 and 488).

Authorizes the department to issue certificates to nurse aides certified in other states if they pass a department-approved training program, pass a department-approved competency examination, and maintain good standing in their original state's certified nurse aide registry.

Grants the department authority to promulgate rules establishing standards, eligibility requirements, fees, competency and testing requirements, and training requirements for the program.

Allows the department to determine which health facilities or agencies beyond skilled nursing facilities may employ certified nurse aides and may expand the program to additional health care settings.

Provides that military personnel who were certified nurse aides at time of induction remain certified during active service without further action, so long as they comply with federal requirements, until discharge or leaving service.
