Amends Michigan's public health code to revise criminal penalties for manufacturing, creating, delivering, or possessing controlled substances with intent to distribute.

Establishes tiered felony penalties for Schedule 1 and 2 narcotic drugs based on quantity: life imprisonment or up to 30 years for 450+ grams, up to 20 years for 50-449 grams, and up to 20 years for less than 50 grams.

Sets felony penalties for marijuana offenses: up to 15 years for 45+ kilograms or 200+ plants, up to 7 years for 5-44 kilograms or 20-199 plants, and up to 4 years for less than 5 kilograms or fewer than 20 plants.

Allows individuals sentenced to lifetime probation for drug offenses prior to March 1, 2003 to petition for discharge after serving 5+ years, with probation officer recommendation or court approval.

Takes effect 90 days after enactment into law.
