Adds veteran memorial tombstones and veteran cemetery markers to the list of property that cannot be legally bought, received, possessed, or concealed if stolen, embezzled, or converted.

Establishes tiered felony and misdemeanor penalties based on property value and prior convictions, ranging from up to 93 days imprisonment for property under $200 to up to 10 years imprisonment for property valued at $20,000 or more.

Allows property values from separate incidents within a 12-month period to be aggregated if part of a scheme or course of conduct to determine total offense severity.

Creates a rebuttable presumption that dealers or collectors of merchandise who fail to reasonably inquire about ownership or who buy property with altered identifying numbers knew the property was stolen.

Takes effect 90 days after enactment into law.
