Adopts the draft "Michigan Environmental Justice Plan" (dated December 11, 2009) and chapter 6 of the "Environmental Justice Plan for the State of Michigan and Department of Natural Resources and Environment" (dated December 17, 2010) as the state's official environmental justice plan.

Establishes the environmental justice plan as guidance for Department of Environmental Quality staff on implementing and interpreting environmental laws administered by the department.

Designates the environmental justice plan as recommendations for action by other state departments and agencies.

Requires the Department of Environmental Quality and all other state departments and agencies to provide training on the environmental justice plan to all relevant employees.

Takes effect 90 days after enactment.
