Increases funding allocation for Great Start Readiness Programs (GSRP) from $243,600,000 to $736,600,000 for fiscal year 2017-2018.

Lowers eligibility age for GSRP participation from 4 years old to 3 years old as of September 1 of the school year.

Requires at least 90% of program participants to come from families with household income at or below 250% of the federal poverty level, with exception allowing up to 300% if all eligible children are served.

Mandates that intermediate districts contract with at least 30% of community-based providers (for-profit, nonprofit, Head Start agencies, etc.) for program slots, with penalties for non-compliance.

Allocates $10,000,000 for transportation cost reimbursement, capped at $150 per funded slot, with prorated payments if funding is insufficient.
