Allows vehicles powered wholly or partially by compressed or liquefied natural gas to exceed axle loading and weight maximums by an amount equal to the difference between the weight of the natural gas tank/fueling system and a comparable diesel tank/fueling system, capped at 2,000 pounds.

Establishes exemptions from seasonal weight restrictions (March-May) for agricultural commodity transporters who notify county road commissions at least 48 hours before pickup/delivery and obtain permits with designated routes and conditions.

Provides exemptions from seasonal weight restrictions for public utility vehicles performing emergency work (with notification to county road commission) and nonemergency work (with annual seasonal truck permits).

Requires state transportation department and local authorities to post seasonal weight restriction information on their websites, including effective dates and affected highways.

Takes effect 90 days after enactment.
