Removes the 2-year waiting period before funds from the sexual assault victims' medical forensic intervention and treatment fund can be expended, allowing immediate fund usage subject to appropriation.

Requires at least 80% of fund money be distributed to entities that perform sexual assault evidence kit procedures compliant with International Association of Forensic Nurses standards, provide victim assistance, operate in partnership with local sexual assault crisis centers, and offer 24-hour medical forensic services.

Permits up to 15% of funds for medical forensic training, technical assistance, and needs assessment, and up to 10% for administrative costs incurred by the board.

Mandates the board distribute grants and contracts reflecting the state's population, geographic diversity, and rural and urban areas using criteria developed in consultation with the Department of Health and Human Services.

Requires the board to provide annual reports of fund income and expenditures to the Michigan Legislature by February 1 each year and allows the board to require annual audits of fund accounts.
