States that the EPA's objection prevented the Michigan Department of Environmental Quality from issuing a required wetlands permit and asserts the EPA's action was arbitrary, capricious, and not based on law or facts.

Identifies County Road 595 as an environmentally-responsible all-season road connecting an isolated area in northwest Marquette County to US 41, intended to reduce truck traffic through population centers and improve emergency and commercial access.

Claims the project has broad bipartisan support and would improve public safety, protect the environment, boost regional economic development, and enhance natural resources industries and tourism.

Directs copies of the resolution be sent to the U.S. District Court for the Western District of Michigan, the EPA Administrator, Michigan Governor, congressional delegation, and Marquette County officials.
