Supports the Chicago Area Waterway System Advisory Committee's recommendations to prevent Asian carp from entering the Great Lakes through the waterway system that connects the Great Lakes and Mississippi River basins.

Endorses immediate implementation of control technologies at Brandon Road Lock and Dam in Joliet, Illinois, to block Asian carp migration while long-term solutions are evaluated.

Notes that Asian carp are within 76 miles of Lake Michigan and moving upstream at a rate of 66 miles per year, with existing electrical barriers potentially ineffective against small fish.

Warns that established aquatic invasive species in the Great Lakes already cost the region over $100 million annually, and Asian carp could threaten the $7 billion sport and commercial fishery.

Directs transmission of the resolution to the President, Congress, Michigan's congressional delegation, and the U.S. Army Corps of Engineers.
