Urges Michigan's Governor to reject Waukesha, Wisconsin's request to divert water from the Great Lakes basin under the 2005 Great Lakes-St. Lawrence River Basin Sustainable Water Resources Agreement and the 2008 Water Resources Compact.

States Waukesha has failed to demonstrate there are no reasonable water supply alternatives within the basin, having not pursued radium treatment methods that dozens of other communities have implemented.

Objects to the scope of Waukesha's request for 10.1 million gallons per day—40 percent more than current usage and 25 percent more than projected needs—which includes an expanded service area of 37 square miles that extends 17 square miles beyond current service territory.

Contends Waukesha has not adequately implemented water conservation measures and lacks conservation standards for areas outside the city limits in the proposed expanded service area.

Directs transmission of this resolution to the governors of Illinois, Indiana, Minnesota, New York, Ohio, Pennsylvania, Wisconsin, and the premiers of Ontario and Quebec.
