Opposes the city of Waukesha, Wisconsin's request to divert water from Lake Michigan under the Great Lakes-St. Lawrence River Basin Water Resources Compact and Sustainable Water Resources Agreement.

States Waukesha's diversion request includes areas outside the city that may not need Great Lakes water and does not demonstrate adequate necessity under compact standards.

Contends Waukesha has overestimated future water needs by not accounting for declining water usage over the past decade and existing water conservation efforts.

Asserts Michigan has a fundamental interest in protecting the Great Lakes and cannot support any diversion proposal that does not meet the strictest interpretation of agreed-upon standards by Great Lakes states and provinces.

Directs transmission of the resolution to the Governor of Michigan, governors of seven other states and provinces, and the Executive Director of the Conference of Great Lakes and St. Lawrence Governors and Premiers.
