Asserts that election tampering through deliberate release of illegally obtained materials improperly influences voters and the free press.

States that foreign interference in U.S. elections threatens fundamental democratic principles and that the government must take action to prevent foreign powers from improperly influencing American government.

Directs copies of the resolution be transmitted to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and Michigan's congressional delegation.
