Requires annual budget meetings with notice to co-owners 15-30 days in advance, with budget approval requiring affirmative vote of a majority of co-owners voting in person (no proxy voting allowed)

Establishes procedures for failed budget meetings: if quorum is not achieved at first meeting, a second meeting must be called; if quorum fails at second meeting, the proposed budget is automatically approved

If budget is rejected by majority vote, the board must prepare a revised budget and call a new meeting; if the revised budget is also rejected, no new budget is approved for that fiscal year and the current budget remains in effect

Allows co-owners to request assistance from the administrator to resolve disputes with the association regarding alleged violations of condominium documents, bylaws, or state law; authorizes administrator to investigate, seek resolution, or request prosecution

Repeals section 139 of the Condominium Act and takes effect 90 days after enactment
