Creates the Lions of Michigan Foundation fund in the Michigan Department of Treasury to provide donations to the Lions of Michigan Foundation and Michigan Lions Clubs for services addressing sight and hearing deficiencies and unmet needs in Michigan.

Fund receives credits from income tax checkoff donations under section 435 of the 1967 Income Tax Act, plus any interest, earnings, and other appropriations or donations received.

State treasurer directs investment of the fund, with money and earnings expended solely for purposes described in the act.

Grants or donations received from specific counties are available for distribution back to those counties upon appropriation.

Fund balance at year-end carries forward and does not lapse to the general fund; act is contingent on enactment of House Bill 4030 and became effective June 28, 2018.
