Increases the maximum number of governing bodies authorized to establish promise zones from 10 to 15 under the Michigan Promise Zone Authority Act.

Changes the timing requirement for submitting applications to the Department of Treasury from "not less than 30 days" to "at least 30 days" after a public hearing.

Allows local school districts to opt out of a governing body's promise zone by resolution within 90 days and establish their own separate promise zone instead.

Permits the Department of Treasury to include non-participating school districts in the eligible entity's promise zone if they fail to establish their own zone within a reasonable timeframe.

Specifies that dissolved promise zones no longer count toward the 15-certification limit, allowing terminated certifications to be replaced by new applications.
