Allows school districts to employ substitute teachers without a teaching certificate if they have at least 60 semester hours of college credit or an associate degree and are at least 22 years old for grades 9-12.

Requires school counselors to complete at least 25 hours of professional development in college preparation and selection, and at least 25 hours in career counseling (including 5 hours on military careers) for credential renewal beginning February 6, 2020.

Establishes that the Department of Education must approve professional development content in consultation with the Department of Talent and Economic Development, school counselors, college admissions professionals, financial aid officers, and employers.

Permits school counselors to complete required professional development hours through district-provided training if the content is department-approved.

Effective date: September 25, 2018.
