Requires at least 1-month notice and 1 public meeting before school closure, with different notification timelines for financial-based closures (by July 1) versus non-financial closures (by end of school fiscal year).

Mandates that closed school buildings be secured and assets distributed within 60 days of closure, with a detailed accounting and board report of all assets.

Prohibits school closures during the school year except in extenuating circumstances that endanger student health or safety, with notification to be made as soon as possible in such cases.

Establishes four options for records repositories to provide long-term storage of pupil records: intermediate school district, school district, another qualified entity, or the Department of Education as a central repository.
