Creates a new misdemeanor offense (Section 197d) punishable by up to 1 year imprisonment or $1,000 fine for selling, giving, or furnishing poison, controlled substances, or weapons to a medically frail parolee knowing their status.

Prohibits assisting a medically frail parolee to abscond from parole or leave a medical facility required as a parole condition, except for prescribed medications provided by a physician.

Prohibits knowingly causing a medically frail parolee to contact a person they are prohibited from contacting under their parole conditions or a valid personal protection order.

Exempts from prohibition those who aid a medically frail parolee in leaving a medical facility when necessary for medical services at another facility, medical emergencies, or natural disasters/infrastructure failures.

Takes effect 90 days after enactment and is contingent on passage of Senate Bill No. ____ or House Bill No. 4101.
