Prohibits local units of government (counties, cities, villages, townships, and charter townships) from enacting or enforcing laws, ordinances, policies, or rules that limit or prohibit peace officers and local officials, officers, or employees from communicating or cooperating with federal officials regarding immigration status.

Requires governing bodies to provide written notice to all peace officers, officials, officers, and employees of their duty to cooperate with appropriate federal and state officials concerning enforcement of federal and state immigration laws.

Mandates peace officers with probable cause to believe an arrested individual is not legally present in the United States shall report that individual to United States Immigration and Customs Enforcement Office.

Requires local units of government to report annually to the Michigan legislature, before March 1, the number of reports made to Immigration and Customs Enforcement Office.

Authorizes the state treasurer to withhold all annual Glenn Steil state revenue sharing payments from local units of government that fail to comply with the act's requirements.
