Replaces the term "commissioner" with "director" throughout sections 1205 and 1239 of the Insurance Code of 1956.

Modifies license approval language to state the director "shall not approve" applications unless conditions are met, rather than applications "shall not be approved."

Adds a new subsection (2) to section 1239 allowing the director discretion to issue licenses to applicants with felony convictions involving dishonesty or breach of trust, rather than automatically denying such applications.

Renumbers existing subsections in section 1239 from (2)-(5) to (3)-(6) to accommodate the new discretionary provision for felony convictions.

Updates various procedural language throughout, including changing "pursuant to" to "under" and "shall" to "must" in administrative procedures references.
