Water and sewerage service providers must file annual reports with the Department of Health and Human Services by April 1 each year, covering the previous calendar year.

Reports must include rate information broken down by customer categories (commercial, residential, nonprofit), average monthly bills for households of 2, 4, and 6 persons, and the rate-setting process used.

Providers must report total water shutoffs and shutoffs broken down by census tract, zip code, residential customers, commercial customers, senior citizens (age 62+), customers with disabilities, and customers with infants under age 1, children under age 6, or who are pregnant.

Reports must document shutoffs involving customers with emergency medical conditions and include provider policies and procedures regarding shutoffs.

Providers must describe any assistance programs available for low-income customers and make reports publicly available on their websites and in their offices.
