Establishes a Department of Environmental Quality program to assist schools and child care centers in testing for and remedying lead contamination in drinking water from coolers and other sources under their control.

Requires schools and child care centers to conduct periodic sampling and testing of drinking water for lead presence and report results to the department.

Mandates that schools or child care centers repair, replace, remove, or render inoperable any drinking water cooler that is a source of lead contamination.

Requires the department to make lead test results publicly available on its website and schools/child care centers to make results available for inspection by staff, parents, and the public in their administrative offices.

Directs the department to promulgate rules under the Administrative Procedures Act to implement the lead testing and remediation program.
