Permits school districts, intermediate school districts, public school academies, and state-approved nonpublic schools to enter agreements with qualified volunteers to patrol school premises for preventing or responding to mass casualty events connected with illegal activity.

Defines "qualified volunteer" as an individual on the list maintained by Michigan State Police under MCL 28.15a, and requires law enforcement officers to obtain employer permission before volunteering under this section.

Limits qualified volunteers to no more than 9 hours per week of volunteer patrol activities and allows schools to reimburse volunteers for criminal records check costs.

Provides liability immunity for schools, board members, and qualified volunteers from civil damages unless injury or loss results from the volunteer's reckless or wanton conduct.

Takes effect 90 days after enactment and is conditioned on the passage of House Bills 4143 and 4144 from the 99th Legislature.
