Amends the Freedom of Information Act (1976 PA 442) to rename it the "Freedom of Information and Legislative Open Records Act" with Part 1 designated as the "Freedom of Information Act."

Removes exemption for the Governor and Lieutenant Governor from FOIA requirements by striking language that previously excluded the governor's office and its employees from the definition of "public body."

Clarifies definitions including "field name," "FOIA coordinator," "person," "public body," "public record," "software," "unusual circumstances," "writing," and "written request" to include electronic submissions via facsimile or email.

Redefines "public body" to include the executive branch while excluding only the judiciary and legislative branch entities, making executive branch records subject to disclosure requirements.

Takes effect January 1, 2019, contingent on passage of House Bill 4150 in the 99th Legislature.
