MI HB4150

Creates the Legislative Open Records Act (LORA) as Part 2 of the Freedom of Information Act, establishing public policy that all persons (except those incarcerated) are entitled to full information regarding government affairs and official acts of public officials and employees.

Grants persons the right to inspect, copy, or receive copies of public records held by legislative public bodies upon written request that adequately describes the record, with public records defined as writings in a public body's possession for 15 days or more.

Requires public bodies to designate a LORA coordinator to accept and process public records requests, with employees forwarding requests to the coordinator within 3 business days, and coordinators maintaining copies of all written requests for at least 1 year.

Establishes that public bodies must provide reasonable opportunities for inspection during business hours, may establish reasonable rules to protect records, and prohibits destruction or alteration of records within 15 days of possession.

Takes effect January 1, 2019, contingent upon enactment of companion bills HB 4148, HB 4149, HB 4151, HB 4152, HB 4153, HB 4154, HB 4156, and HB 4157.
